ECG is a powerful collaboration between Canadian and African experts who are specialized in the work of parliaments and government. The resources identified below enable collaboration between Canadian and African experts to ensure adaption of international best practices to local context. We believe in knowledge transfer that will create a made-in-Africa consulting advisory service.
We believe in early engagement with impacted stakeholders and the workforce around the conditions of change, corporate culture, wellness/mental health, values, and the systems and processes that define an operational culture of service delivery.
We work in every functional area of an enterprise including IT, HR, and Service Delivery. We review and then support the re-design of programs and services to improve efficiency and effectiveness, and then use best practice change management techniques to ensure transformation is enabled and not the source of disruption.

Canadian Team

Peter Hadwen Change and Transformation Lead

In 25 years of consulting to government in Canada and internationally, Peter Hadwen has developed a rare combination of management consulting skills allowing him to facilitate discussions effectively, and develop working tools, plans, and strategies for transformation and change. He is dedicated to demonstrating through data analytics that all stakeholders are ready for change.  This ensures a People first focus of transformation for a continued positive, productive and healthy workplace.

Marilyn Domagalski Organization Culture Lead

With 20 years experience Marilyn Domagalski is an expert on the health of workplaces, including the psychosocial stresses that typically arise with ineffectively planned transformation. She has undertaken numerous workplace assessments to determine the required adjustments to how all attributes of a health workplace can be ensure and sustained.

Stuart McMillan

AI Powered Change Management & Digital Transformation Expert, Strategic ERP, EHR & Workforce Modernization Leader, Published Global Thought Leader. Stuart MacMillan is a recognized pioneer in AI-powered organizational change and digital transformation. With more than 20 years of experience, he has led change programs in large organizations that improve efficiency, productivity, and adoption across AI initiatives, ERP and EHR implementations, and workforce modernization.  As Global Partner of Change Execution Consulting AI CECai) and through his contributions to Prosci he is one of the world’s leading authority on change management.

Jillian LeBlanc

Canadian, currently in France. Expert in Gender  and Violence against Women and leading  practitioner in Canada in developing  methodology and delivery of Gender Responsive Budgets and assisting Parliaments of Kenya, Ghana and Togo in enhancing the budgeting process for improved financial governance of programs that ensure support to women in society.  She was manager of a unit in the Canadian Government that established all budgeting processes and results measurement for establishing Canada as a best practice in gender relations in Parliaments and Governments.

AFRICA TEAM

Antony Samba Buluma Governance, Public Policy Lead

Antony is a governance and public policy professional,  political leader, and social entrepreneur with extensive experience in democratic governance, leadership development, policy innovation, civic technology, enterprise incubation and parliamentary strengthening in Kenya and across Africa. He currently serves as the Chief Executive Officer of the Kenya Young Parliamentarians Association (KYPA) and Executive Director of the Africa Young Parliamentarians Network (AYPN), where he leads national and continental programs that enhance youth representation, intergenerational leadership, and institutional accountability frameworks. Through these roles, he has designed and implemented high-impact programs in collaboration with parliaments, government institutions, development partners, and civil society organizations, supporting young political leaders and reform-minded institutions at both national and regional levels.

Yusuf Ramadhan Digital Engagement, Business Intelligence, and Monitoring and Evaluation Lead

Yusuf has worked for the Canadian government in project support units for projects in Africa, delivering IT services. He is an experienced business intelligence expert, who has assisted the Inclusive Legislatures Gender-Responsive Project with digital engagement surveys and tools to ensure the collection of perceptions from citizens. He is also very experienced in developing monitoring and evaluation frameworks important for measuring and digitally collection information on performance indicators. He is experienced in the use of digital service delivery platforms and the transformation toward improved functionality.

Essenam Agblévo West/North Africa Organization and HR Lead

Expert in strategic, organizational, and HR support for public, semi-public, and private organizations in Africa and internationally. With a dual background in Human Resources and Sociology, she skillfully combines strategic expertise with a keen understanding of human and social dynamics. She has worked across Africa and specializes in West Africa, recently having completed for Togo’s Parliament the development of a suite of HR policies that ensure improved gender responsiveness.

Diana Achieng East/Southern Africa Organizational and HR Lead

An experienced HR professional she has advised Parliaments and Governments across Africa. She is currently the registered coach for a project with East African Parliamentarians. Dynamic and adaptive professional with extensive experience in human resource management, talent development, project management and organizational growth. Co-founder of Hawi Nature’s Touch, one of Kenya’s top MSMEs, demonstrating entrepreneurial acumen and strategic vision. Adept at leading cross-functional teams, mentoring emerging leaders, and fostering organizational excellence. Proven track record in executing impactful recruitment strategies and enhancing performance management systems. Passionate about driving organizational development and nurturing talent to achieve sustainable success.

Duncan Njoroge

Duncan Njoroge is a Programme Development and Management Specialist and Certified Public Accountant (CPA-K) with over 15 years of experience advising and supporting donor-funded programmes across Kenya, Somalia, and the wider Horn of Africa. His work focuses on programme design, delivery systems, and strategic implementation in areas including women’s leadership, political participation, economic empowerment, and gender-responsive governance. He has supported organisations to translate policy, research, and reform agendas into practical and scalable programmes.

Duncan brings strong expertise in programme finance, grants management, and institutional systems, working with universities, civil society organisations, government institutions, and multi-country consortia. His experience spans programme budgeting, grant administration, donor financial reporting, audit readiness, and compliance for funding from UN agencies, the European Union, bilateral donors, and international foundations. He supports organisations to strengthen governance, accountability, and value for money while maintaining efficient and effective programme delivery.
